Walkaround for unicode support

Microsoft has addressed this problem long before, but no one is mentioning this.

Microsoft has provided Applocal to support software not support unicode like µtorrent.

usage:

install applocale

run µtorrent through applocale, choosing the language the torrent info is written

done!!

Nope, eng and I tested it on IRC just a short while ago. uTorrent was able to load torrents named in unicode, and with unicode files inside. The files were saved with unicode names, too. It's a perfect stop-gap solution until ludde implements Unicode.
