ISP throttling

my ISP doesn't cap myttotal download or upload limit. Instead there a limit to the total number of tcp/ip connections and when they become too high my bandwidth gets restricted to like 10kbps.

is there anyway to find out what the total number of tcp/ip connections i can make is?

is there any work around for this? i think its really stupid i can download at 560kbps from one person but can't download from 50 (or so) people at 1kbps each.
