I can't install utorrent because whenever I download the file from this website all I receive is a file with 0 bytes but it has an application icon. Whenever I try and open the file I get the error message in the topic title.

What am I doing wrong here? Is it possible that this is because I used to have Bittorrent and it's possible not un-installed properly.

Firefox was what I was initially using and that link moogly still gives me a file with 0 bytes. The problem I'm having with Explorer now is that my settings are not allowing me to download the file.

I've tried allowing cookies and turning off Avast! and my firewall but it doesn't change.

You have to fix your browser. Try to erase the browser cache.

There are many peers (openbittorrent tracker) and the webseed of uTorrent server.

Just use it with the BitTorrent client you have.

Just now I actually tried getting other applications like malwarebytes and I had the same problem. Binary Application file with 0 bytes. I'll re-install bittorrent and download that file moogly.

Crap, I deleted everything (I think) I had from Bittorrent and I tried to get the program from thier website and I got the same error as I did with utorrent. Could it be something malicious on my computer preventing me from getting applications?
