Switeck Posted September 5, 2009 Report Share Posted September 5, 2009 Just because someone is getting decent speeds on an ISP doesn't mean everyone is...the ISP may be throttling heavily by area or using some wildly stupid throttling rules.Perhaps the ISP isn't throttling outside of peak hours...typically.Can you test your computer on your friend's line?Or can your friend test his/her computer on yours? He said that they only throttle during peak periods ''if'' there is congestion, and that's ''if''. He tested my line, and said there were no faults and my line was working well above the minimum standard, he then went on to tell me that there was not thottling taking place on my line at all.I tried downloading through a different laptop and got the same speeds.
