12kb/s cap?

My sister cant go over 12kb/s on any torrents. No firewalls, opened ports, and isp im sure does not throttle

Speed test came out alright

Any ideas?

I'm having the same issue, except mine seems to cap at 10kB/s. I started downloading the file, it hit 543kb/s then i left, came back a minute later and it had droppe to 9.7.
