Haven't used uTorrent in years

I'm having weird internet issues at home. I've recently tried to start using uTorrent, which I haven't used in years. I Installed it, but I can't seem to download anything. I tried the Setup Guide, and frequently failed the Download test, but so far have passed the Network test every time. It just says "Results: Port is open. Your network is properly configured." I have Automatic Port Mapping enabled. I have Comcast, and use their ARRIS TG862 router. I haven't setup any port forwarding yet. Someone in a forum suggested using a free DNS server, so I tried Comodo DNS, then Google DNS. These seemed to make it worse. I then started having trouble viewing webpages. I did manage to pass the download test with uTorrent once though. Eventually I switched back to having Comcast handle by DNS, and rebooted my PC. I even unplugged the Ethernet cable and the router. Now I'm back to where I started but still having issues with websites. I can log into my employer's website and even go to use Google.com, and GMail. however I cannot do Windows updates and I've had trouble logging into Steam, though it let me in just now. Must websites it' just says "Waiting...". I have no connection issues on my phone using WiFi however, which suggests it's something on my PC. It seems that I can access sites via bookmarks easier than entering their full address in Chrome's address bar, but not always. Some sites I can't pull up either way. The browser's status bar just says "Waitng for blahblah.com" and just hangs there.
