Low speed when I am about to finish downloading!

First question, Am I alone?.

For a while I notice that when I finish 50% of my torrent download, my speed starts to shake a little bit, when I finish 75% of the same file, I'm facing this:

Download speed drops to around 2.0 kB/s most of the time, and sometimes around 10.0 kB/s

This happened with almost all the files I've been watching its downloading process.

The question is: is the priority has anything to do with the files status?

- I mean, Do the peers that at the beginning of their files have a higher priority than those who about to finish?

*I am not using PRIVATE tracker

*When I am downloading I set the upload rate to 1.0 kB/s that's because I want to finish first before seeding.

*My regular download speed is 95.0 kB/s.

*My ADSL speed is 1024 kB/s "1MB", so my download speed "max" is 120 kB/s, my ASDL connection is very stable even in rush hours, the download rate is the same.

Do you think it is because the low ratio rate?, I thought the ratio is only important in private tracker.

If Your client isn't uploading pieces, peers are less likely to send your client pieces.
