ciaobaby
I changed my port setting to random and it worked. Then your ISP is blocking/shaping/throttling the port(s)
gabblack
Thanks ciaobaby. Not sure what that means. Should I do anything else?
ciaobaby
Changing the port means it is no longer blocked by your ISP, but if they are using 'dynamic' throttling it will only be a matter of time before it is closed again.http://lifehacker.com/295995/stop-your-isp-from-throttling-bittorrent-speeds

ciaobaby
Well, that's their job, they have to ensure that no one user can impinge on the speeds of other clients, which for domestic users can have a contention ratio of 50:1 or more
