Switeck
Your ISP is hostile to file-sharing and especially so to BitTorrent traffic, so little wonder µTorrent isn't very fast.
the grunty
not true i use ares and filetopia for fileshareing so my isp is fine i get over 195 kbs on ares and 75 kbs on filetopia so my isp is not the answer
DreadWingKnight
We have had over a dozen people come in from your isp in the past week and complain about BT speeds. It's your ISP.

the grunty
a new isp im on tiscali at the moment ?why can i use ares and filetopia ? r they not bit torrents if not can u recommend a broadband provider that is good for bit torrents .thanks
Firon
Ares and Filetopia are separate protocols. Your ISP only blocks the BitTorrent protocol.I don't know of any alternatives.
Switeck
You could try a VPN or proxy server that encrypts traffic, but those typically aren't free or fast. But for testing, you may not mind using a free one with a max speed of about 5-7 KiloBYTES/sec down and up.

Switeck
I'm not sure where you are to even give suggestions. But British Telecom (UK) and Rogers Cable (Canada) is others to avoid.
