Yeah, the betas are released randomly to the public. Check the download page for the latest one. Typically, I also announce them on this thread: http://forum.utorrent.com/viewtopic.php?id=2971

It should handle 10mbit just fine, but you may not be able to use QoS.

And the download cap is being raised to 6*, so it shouldn't be that much of a problem for most of you slow ADSL users.

Well, the limiter is only in effect for upload caps of 1-5 KB/s, people with /96 or /128 shouldn't need to use such low caps ;p

nah, some 256 users can reach up to 30, which is why I said 6* instead of 5*

It was in the changelog yes, and I also explain "Download limited" (in the status bar) in the FAQ. The old amount was set to 3* the upload cap, which was too low for 256/64 users. We don't want to harm most of the legit users, just the leeches. Hence, why the next build should raise the cap to 6*, so said 256/64 users can get reasonable speeds.
Nefarious: I think the idea's been suggested, might not be a bad idea.
VenQWish: yeah, i had 256/128 DSL and I always had 1+ (sometimes 2+!) ratios on my trackers, but that's because I could do it 24/7, and I never tried to leech more than I could.

It might just be a slow torrent. Did your dl drop after you changed the upload cap?

Many ISPs put their users behind proxies, some only for HTTP communication, others for the entire connection.

And uh, try lowering your upload cap to 13.

jevon: try 13 or 14 as your upload cap... And uninstall Norton's firewall. Go get a real one. Kerio/Sunbelt Personal Firewall, Zone Alarm 6, and Look'n' Stop Firewall. YOu should uninstall the anti-virus too, it sucks and doesn't protect you at all. AVG, NOD32, Kaspersky. Probably others I can't remember.
