UDP Port Bind Failed

Using Windows 7 and updated just now to uTorrent version 2.17920 and get the error message below in the uTorrent log window.

I have port 59216 enabled for both TCP and UDP but get the error below.

Is this bad and what can I do to resolve it?

I'm using a TP-Link router and opened have the single port (in this case 59216) to use both TCP and UDP protocol.

I'll try another port and reboot my server and router.

Otherwise, I'd like to know any possible reasons that the error comes up on the UDP port opening.

It is possible to assign a different port to each protocol (TCP & UDP)?

P.S. - Changing ports also gives me the same UDP Port Bind error... It worked, then didn't work, changing ports again worked, then didn't. Maybe my ISP is blocking the port or something ? I'd like a clear explanation of what's going on, if possible.
