Since it's remaining that slow, I'd say you're not getting the full 10mbps that you thought you had. Are you sure your line is supposed to be 10mbps? My computer is now just over 3 years old, and it can pull off ~800KiB/s just fine (indeed, my connection was upgraded from 5mbps to 6.5mbps). All you have to do is configure everything correctly, and using the test torrent on that page, you'll see that you can max your speeds out with ease.
