Peer Exchange happens over existing connections, and DHT doesn't count towards halfopen limits at all because it's UDP traffic (so increasing your halfopen limit doesn't do a damn thing to it).
You're directly causing overloads with such badly high settings. Your per-slot upload rate is 0.09kbyte/sec (normal is 1.0, ideal is 3.0-5.0). Peerlists don't differentiate between seed and downloader normally, and the numbers in the upper section reflect uTorrent's peer cache and not any tracker information. This is not new behavior, nor is it actually a bug. The real bug would come from the trackers returning multicast IP addresses in their peerlists.
Some of the IP addresses in the peerlist fall within the multicast reserved ranges. (RFC3171) I'm thinking that the trackers are replying with padded peerlists or there's something horridly wrong going on with one or more of the trackers.
Probably not, although the peerlist from that torrent might help us identify other issues. Peers tab, right-click, copy peerlist. Save it to a text file. E-mail it unmodified to dwknight@depthstrike.com
