What is ipfilter.dat?

This is a simple text file that specifies IP ranges to block. The format is xxx.xxx.xxx.xxx - yyy.yyy.yyy.yyy

Do not pad IPs with 0s to ensure that it will work (i.e., write 64.12.15.0 not 064.012.015.000), though it is reported to work anyway.

Place it in %AppData%\uTorrent, and set ipfilter to true in the Advanced Options.

I think this is the same format that SafePeer uses, although I'm really just guessing :)

@nerso: you did it the right way

export to emule gives you the ipfilter.dat in the correct format.

GMT+1.05??? no such thing :D :D :D

GMT +1 is western /central Europe up to a line from Finland down to Greece

There are some areas where there are 30 min time zones (like Newfoundland GMT -3.30 or Afghanistan GMT +4.30) but there is no 5 min intervall
